On August 3, Ruben Rubinyan, the newly elected Speaker of the National Assembly of Armenia, stated that he had not considered who could replace him in the process of normalizing Armenian-Turkish relations, adding that any such decision falls under the responsibility of the government. During a briefing at the National Assembly, Rubinyan said that if the government needed his advice on the matter, they could discuss it. However, he emphasized that the issue should be addressed by the executive authorities. "I do not know who should replace me in the process of normalizing Armenian-Turkish relations; I haven't given it any thought. If the government requires my advice, we will discuss it, but the matter falls within the government's purview," Rubinyan stated.

Responding to a question about measures he plans to take as Speaker of the National Assembly to facilitate the return of Armenian captives, Rubinyan emphasized that the issue remains part of the authorities’ ongoing work. He noted that continuous efforts had already contributed to the return of more than 200 captives over recent years and stressed that these efforts would continue despite periods when no visible progress was recorded. "Regarding the captives and other detained persons, you know that this issue is part of our daily work; it is precisely thanks to this daily work that over 200 captives have returned home over the years, and this work never ceases," Rubinyan stated.

He added that there had been periods without developments, which led to criticism that authorities were not taking action, but later new groups of captives were returned. Rubinyan assured that the parliament would continue working to achieve further returns as quickly as possible.
