Pashinyan Highlights Need for New Constitution to Strengthen Internal Legitimacy
On November 22, during a closed meeting with the political elite, Nikol Pashinyan, the Prime Minister of Armenia, stated that strengthening internal legitimacy was a fundamental task that needed to be reflected in the adoption of a new Constitution. In his address to civil servants, Pashinyan emphasized Armenia’s right to defend its internationally recognized territorial integrity and highlighted the growing opportunities for acquiring weapons, equipment, and defense technologies. He noted that "opportunities for acquiring weapons and equipment and access to defense technologies are increasing exponentially," adding that reinforcing internal legitimacy should be embodied in a new constitutional framework.
On the same day, Nikol Pashinyan sent a congratulatory message to Nawaf Salam, the Prime Minister of Lebanon, on the occasion of Lebanon’s Independence Day. Later, Pashinyan explained why he advocated for a new Constitution rather than constitutional amendments. He stated that the proposal represented a new political content for Armenia, forming a new consciousness and a new state doctrine. He noted that this doctrine called on citizens to love the state as themselves, but stressed that such an idea would remain a slogan unless legally regulated and organically tied to the individual. Pashinyan added that one of the core objectives of adopting a new Constitution was to ensure that it would, "so to speak, provide aerodynamics for the movement of the state". He emphasized the importance of holding the referendum on the new Constitution after the 2026 parliamentary elections so that political forces could present their positions to the public, with the view of the winning force becoming decisive in drafting the new constitutional document.
