Azerbaijani presidential aide Hikmet Hajiyev has stated that the signing of a final peace treaty with Armenia depends on constitutional changes that, according to Baku, would remove territorial claims against Azerbaijan and Türkiye.

Speaking to Turkish media, Hajiyev said Azerbaijan sees no obstacles to concluding the agreement once those constitutional provisions are removed. He also noted that current developments suggest Armenia is preparing to begin the process of adopting a new constitution.

Hajiyev described the current regional situation as one of "de facto peace," arguing that progress achieved through direct engagement between Baku and Yerevan demonstrates the effectiveness of the bilateral normalization process.

He also reaffirmed Azerbaijan's close strategic partnership with Türkiye, describing the relationship as one of "brotherhood" and emphasizing continued coordination on issues affecting the interests of both countries.
