On September 15, Armen Grigoryan, the Secretary of the Security Council of Armenia, stated at the international conference "Comprehensive Security and Sustainability 2025" that the primary determining factor of Armenia’s comprehensive security and defense system has become the security environment formed around the country.

During his speech, Grigoryan noted that the security system previously relied upon until the end of the 2020 war proved unviable, creating the need for a new ideology and security architecture, shaped by public discussion and societal debate. He emphasized that the events of May 2021 and September 2022 (not August 8, 2025) fundamentally changed Armenia’s security environment, prompting the finalization of a new national security strategy.

Grigoryan highlighted the importance of a long-term strategy to ensure strategic balance, address tactical challenges, and maintain national security. He stressed that peace is the primary condition for security and that it must be institutionalized, routinely maintained, and supported by adaptive security structures.

He further noted that Armenia’s ability to adapt to evolving threats over the past four to five years has been central to managing regional challenges, emphasizing that the security environment is dynamic and accelerated by technological advances. The Secretary of the Security Council underlined that comprehensive security requires societal engagement and the gradual transformation of national narratives, particularly in relation to complex issues such as Nagorno-Karabakh, the Armenian Genocide, the Declaration of Independence, and the removal of symbols from state documents. He noted that public discourse is essential in addressing sensitive matters and that open debate strengthens the security strategy.

Grigoryan concluded that Armenia’s security system must evolve by reducing perceived threats, as a continuous focus on creating or exaggerating threats only increases the burden on the national security apparatus. He emphasized that the adaptation of both the state and society is key to achieving long-term comprehensive security.
